Two clauses, one āya

Read the two halves of 7:156 against each other. Punishment is bounded by a will: «My punishment — I strike with it whom I will». Mercy is bounded by nothing: «and My mercy encompasses all things». The Qurʾān sets them side by side and lets the asymmetry stand — punishment measured out, mercy overflowing its own sentence.

Mercy God bound to Himself

قُل لِّمَن مَّا فِى ٱلسَّمَٰوَٰتِ وَٱلْأَرْضِ قُل لِّلَّهِ كَتَبَ عَلَىٰ نَفْسِهِ ٱلرَّحْمَةَ لَيَجْمَعَنَّكُمْ إِلَىٰ يَوْمِ ٱلْقِيَٰمَةِ لَا رَيْبَ فِيهِ ٱلَّذِينَ خَسِرُوٓا۟ أَنفُسَهُمْ فَهُمْ لَا يُؤْمِنُونَ

وَإِذَا جَآءَكَ ٱلَّذِينَ يُؤْمِنُونَ بِـَٔايَٰتِنَا فَقُلْ سَلَٰمٌ عَلَيْكُمْ كَتَبَ رَبُّكُمْ عَلَىٰ نَفْسِهِ ٱلرَّحْمَةَ أَنَّهُۥ مَنْ عَمِلَ مِنكُمْ سُوٓءًۢا بِجَهَٰلَةٍ ثُمَّ تَابَ مِنۢ بَعْدِهِۦ وَأَصْلَحَ فَأَنَّهُۥ غَفُورٌ رَّحِيمٌ
And when those come to you who believe in Our verses, say, "Peace be upon you. Your Lord has decreed upon Himself mercy: that any of you who does wrong out of ignorance and then repents after that and corrects himself - indeed, He is Forgiving and Merciful."
The decree spelled out: whoever does wrong «out of ignorance», then repents and mends — «He is Forgiving, Merciful».

al-Raḥmān — the all-embracing

al-Raḥīm — the ever-merciful
الرحيمThe lasting form: the special mercy reserved, in the Hereafter, for those who believed — the covenant 7:156 «writes» for the God-conscious.

Mercy across the Qurʾān

Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful."

يَٰبَنِىَّ ٱذْهَبُوا۟ فَتَحَسَّسُوا۟ مِن يُوسُفَ وَأَخِيهِ وَلَا تَا۟يْـَٔسُوا۟ مِن رَّوْحِ ٱللَّهِ إِنَّهُۥ لَا يَا۟يْـَٔسُ مِن رَّوْحِ ٱللَّهِ إِلَّا ٱلْقَوْمُ ٱلْكَٰفِرُونَ
O my sons, go and find out about Joseph and his brother and despair not of relief from Allah. Indeed, no one despairs of relief from Allah except the disbelieving people."

The Most Merciful
The sūrah that opens on the single word: al-Raḥmān.
