The idea
When a long vowel is followed by a hamzah (ء) it is stretched to four or five counts. If the hamzah is in the same word the madd is obligatory (muttaṣil); if it begins the next word it is permissible (munfaṣil) — kept consistent within a recitation.

أُو۟لَٰٓئِكَ عَلَىٰ هُدًى مِّن رَّبِّهِمْ وَأُو۟لَٰٓئِكَ هُمُ ٱلْمُفْلِحُونَ
أُو۟لَٰٓئِكَ عَلَيْهِمْ صَلَوَٰتٌ مِّن رَّبِّهِمْ وَرَحْمَةٌ وَأُو۟لَٰٓئِكَ هُمُ ٱلْمُهْتَدُونَ
أُو۟لَٰٓئِكَ لَهُمْ نَصِيبٌ مِّمَّا كَسَبُوا۟ وَٱللَّهُ سَرِيعُ ٱلْحِسَابِ
